Before any framing or finishes go in, it's worth understanding how the basement handles water. Grading around the foundation, gutter performance, and any history of dampness should be addressed first, since finishing over an unresolved moisture issue just hides the problem instead of fixing it.
Ceiling height and mechanicals
Basements in older central Pennsylvania homes sometimes have lower ceilings or ductwork and plumbing that run right where you'd want a finished ceiling. Planning around these obstacles, or relocating them where it makes sense, affects both layout and budget.
What do you actually want the space for?
A home office has different needs than a guest suite with a bathroom, which has different needs than a family rec room. Egress requirements also come into play if you're planning a bedroom, since most building codes require a proper window or door for safe exit in an emergency.

Basements stay cooler in summer and can feel damp or chilly in winter without the right insulation. Getting this right up front makes the finished space actually comfortable to spend time in, not just technically finished.
